My relevant industry experience and expertise: I led the Sacramento Municipal Utility District's (SMUD) Electric Transportation research, policy and strategic planning activities from 2000 to May of 2022. I served as a board member of the California Electric Transportation Coalition for over 21 years. I have served as an advisor on the Electric Power Research Institute's Electric Transportation Program. I have served as an advisor to the University of California Davis Plug-in Hybrid & Electric Vehicle Research Center. I retired from SMUD in May of 2022 and set up my own consulting business and I am currently serving as the West Coast Clean Transit Corridor Secretariate. I actively support EDTA activities for over 21 years.

Tonia Buell

Tonia Buell specializes in E-Mobility – and currently champions efforts to connect state transportation corridors with electric vehicle charging and refueling. As the Alternative Fuels Program Manager for the Washington State Department of Transportation (WSDOT), Tonia developed Washington’s zero emission vehicle infrastructure partnership (ZEVIP) program, expanding statewide access to fast charging through public-private partnerships. Tonia leads Washington’s deployment of the National Electric Vehicle Infrastructure (NEVI) program and oversees the Zero-emission Access Program (ZAP) EV carsharing pilot.  Tonia co-created the West Coast Electric Highway, the nation’s first multi-state highway corridor to provide passenger electric vehicle (EV) fast charging from Canada to Mexico. Tonia manages the Washington segment of the network and collaborates with her peers in British Columbia, Oregon, and California to provide a seamless passenger EV driving experience along highway corridors. She is now exploring EV charging and hydrogen fuel cell refueling for medium- and heavy-duty trucks along key freight corridors. Tonia brings more than 20 years of work experience in clean transportation to her role as co-chair of the state’s Interagency EV Coordinating Council where she is helping to guide the state’s 2030 and 2035 Transportation Electrification Strategy. Tonia serves as a board director for Plug In America and holds an MBA from Golden Gate University.

Andrea Pratt

Andrea Pratt is the Zero Emission Technology Program Director for Volvo Group North America. Andrea has worked in clean transportation since 2011 and specializes in battery electric vehicle technology, fleet electrification, strategic planning and implementation, climate and transportation policy, electric vehicle infrastructure scoping and installation, zero emission zones, and finding equitable solutions to shift the transportation sector to zero emission technology. In her current role, Andrea is focused on ZEV implementation, advocating for incentive programs, fostering utility engagement, and scaling medium- and heavy-duty ZEV pilot projects.

Mary Brazell

Climate Office, Oregon Department of Transportation

Mary Brazell is the Transportation Electrification Program Manager for the Oregon Department of Transportation, Climate Office. In this role, Mary guides the development of ODOT’s ZEV charging infrastructure programs, policies, and incentives to advance adoption of all modes of electric transportation in the state. She led the development of the Oregon NEVI State Plan, Charging and Fueling Infrastructure grant proposals, ODOT’s Transportation Electrification Infrastructure Needs Analysis and follow-on studies, and upgrades to the West Coast Electric Highway. Mary has worked in transportation electrification for over 20 years. Before joining ODOT, Mary served as a management consultant on ZEV policies, charging infrastructure, and utility programs. In 2022, Mary received Plug In America’s Drive Electric Individual Award. At ODOT she works collaboratively with state agencies, local jurisdictions, non-profits, the private sector, and national organizations to advance transportation electrification. Mary has a bachelor’s degree in economics from Harvard University and an MBA from Stanford University.

Kate Hawley

Kate Hawley is a seasoned energy professional with extensive experience managing complex development and research programs focused on accelerating our transformation to a new electric future. Over the past fifteen years, Kate’s work experience has spanned utilities, consulting firms, government and an international research institute. She got her first EV two years ago, never turning back and excited that her daughter’s first car that she will drive will be electric.
